Traffic Operations Specialist – Transportation Engineer 2

The Opportunity:
The Washington State Department of Transportation (WSDOT) has a great opportunity for a motivated engineer who has strong technical skills and an exceptional aptitude for traffic analysis projects. The selected candidate will optimize traffic operations by contributing and sharing their skilled technical talent with the Eastern Region Traffic Operations office in Spokane, WA. This position will conduct operational reviews of Region highways concentrating on safety, mobility, congestion relief, traffic control devices, routine maintenance, and making recommendations for highway improvements. This position will also assist in the project development process ensuring improvements are consistent with MUTCD and WSDOT standards, as well as developing low cost enhancements from field observations and traffic analysis.

This position will perform the following work:
  • Assist in gathering and analyzing data for operational assessments, including summarizing collision data.
  • Conduct field site reviews.
  • Perform traffic studies that include counts, sight distance evaluations, collision analysis, and speed studies.
  • Prepare reports summarizing findings, and develop minor operational enhancement projects.
  • Work with other staff members, local agencies, maintenance personnel, and the public to complete assigned work.
  • Review traffic control plans.
  • Provide assistance as requested to administer the Highway Advertising Control Act and Motorist Information Signing programs.
  • Serve as a liaison between the Traffic Office and Regional Maintenance Sign Specialists as to placement, type, and size of signs.
  • Assist Region Striping Crew with routine pavement marking issues.
  • Assist the Traffic Design Engineer in the development and management of PS&Es, serving as needed in the preparation of Signing, Illumination, Traffic Signal, and/or Intelligent Transportation Systems (ITS) contracts or components of contracts.
 
An ideal candidate is required to have one of the following:
  • At least two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent.
  • Certification as an Engineer-In-Training AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent.
  • A Master's degree in Civil Engineering, Traffic, Transportation, or closed related field.
  • Equivalent combination of education and experience.
 
An ideal candidate will also have:
  • Valid driver's license.
  • Knowledge of Traffic Engineering and Operations theories, principles, and practices; and their application to various situations.
  • Knowledge of Geographic Information Systems (GIS).
  • The ability to conduct field investigations, collect and evaluate data, and make recommendations to provide effective and efficient movement of all transportation modes.
  • Skill problems in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Utilize personal computers for CAD and other design software, and office software (Word, Excel, etc.).
  • Ability to perform independent field reviews while traversing uneven terrain.
  • Exceptional communication skills both in oral and written form with the ability to translate and present technical information to diverse audiences.
