ENVIRONMENTAL COMPLIANCE SPECIALIST IV

The main purpose of this position is to provide technical expertise for the Lead Poisoning Prevention Program for the Western Region of the state to include Carroll, Frederick, Allegany, Washington and Garrett Counties. The main function is to act as the regional representative conducting inspections for environmental regulatory compliance. The incumbent will inspect regulated facilities, mainly residential rental properties and lead abatement construction projects throughout the Western Region of Maryland to ensure compliance with current Maryland State laws, federal regulations, and local orders. This may also include compliance with Child Care Administration environmental regulations, hazardous waste regulations, airborne particulate regulations, and water pollution control regulations, regulations for the control of ionizing radiation, Toxic Substances Control Act and Safe Water Drinking Act regulations and referrals when appropriate. The position is solely responsible for providing technical, evaluative, consultative and professional assistance concerning lead hazards and associated multi-media regulations to State, local and private agencies as well as the public at large. Prevention, control, evaluation, and oversight of projects related to remediation of environmental lead hazards are emphasized.
The incumbent will perform inspections at construction sites throughout the State of Maryland or assigned areas in all weather conditions, predominantly in urban settings with properties in various stages of repair. The incumbent in this position may be exposed to hazardous conditions when adding nitric acid preservative when collecting water samples, or using low level radiation instruments to test lead paint. Hazardous conditions may also be present when asbestos is disturbed during lead abatement projects, and chemicals used to strip paint could cause burns if contact occurs.
This is a field position and the work involves physical demands such as lifting heavy equipment, conducting inspections of commercial and public buildings and construction projects including steel structures such as bridges, or elevated storage tanks where accessing the work areas for inspection requires climbing ladders. The incumbent may be required to wear protective equipment such as hard hats, impervious gloves, half-face air purifying respirators and foot booties when inspecting lead abatement projects. 
This position requires the incumbent to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle. The incumbent in this position will be required to report to the Headquarters Office located in Baltimore City twice a month.
