Summary / Objective
The Engineer Supervisor oversees the Engineering Division and supervises Project Engineers, Engineer in Training and Engineering Technicians. This position is responsible for overseeing the planning and implementation of the City’s capital improvement, public infrastructure and land development projects.    
Essential Functions / Responsibilities
•Oversees the Engineering Division of Public Works for the planning, design, and construction of the City’s public infrastructure projects including streets, bridges, storm sewer, signals, lighting, and parks. Oversees the design scope, provides guidance and support to assigned Project Engineer.
•Oversees the planning, design and construction of the City’s publicly owned facilities. Oversees the design scope, provides guidance and support to assigned Project Engineer.
•Oversees and monitors in-house projects and consultant designs for the accuracy of final plans and to ensure compliance with construction standards, city, federal, and state codes. Responsible for final review of plans and construction documents before going to City Council or designated committee for final approval. 
•Oversees private development projects as it relates to traffic, drainage, public infrastructure, City right-of-way, and easements.
•Oversees the enforcement of the construction contract of public infrastructure projects. 
•Oversees the management of the City’s bridge infrastructure. Ensures the completion of federally required biennial bridge inspections. 
•Assists the City Engineer in seeking and implementing County, State and Federal project funding. Responsibilities include composing and submitting applications for funding and achieving all of the funding agency project requirements.    
•Assists the City Engineer with the City’s Municipal Separate Storm Sewer Systems (MS4) permit. Responsible for maintaining MS4 permit documentation and submitting annual MS4 permits.
•Provides guidance and technical support to City staff and the public on the City’s construction standards, public infrastructure, and projects. 
•Responsible for updating and maintaining the City’s construction standards and specifications.  
•Composes, prepares and reviews a variety of engineering documents including technical reports and letters, memoranda, specifications, proposals and other related correspondence for various committees including City Council and Public Works/Stormwater Committees.
•Conducts employee performance appraisals, provides development opportunities and performance improvement needs, and handles disciplinary actions.
•Responsible for the hiring, training and development of design division personnel.
•Responsible for the preparation and administration of the Engineering Design Division budget. Forecasts the future division needs including not limited to equipment, software, cost estimates for future expansion of major programs and engineering projects.
•Assists in the preparation and administration of the annual Public Works Department budget.
•Coordinates with the Public Works Maintenance Division on the annual and multi-year storm water and street rehabilitation and maintenance programs and budgets.  
•Assists in the development and implementation of department goals, objectives, policy and procedures and the formulation of short and long-term development and improvement programs.
•Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
•Provides administrative and technical support to City Committees including Planning Commission, Public Works Committee and Stormwater Committee. May be required to attend meetings.
•Represents the Public Works Engineering Division, Department and City of Leawood in dealing with various governmental city, county, and state committee and associations on engineering matters. 
•Keeps abreast of standard good engineering practices and procedures, industry innovations and trends through professional associations, publications, workshops and trainings.
•May assume responsibility of the Public Works Inspection Division in the absence of the City Engineer.
•Employee may be asked by supervisor to perform other duties that are not listed but are essential to the job.
Knowledge, Skills and Abilities
Minimum Qualifications / Requirements -
•Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.

•Knowledge of Federal and State bridge requirements.
•Knowledge of standard principles of Traffic Engineering.
•Knowledge of standard principles of Stormwater Drainage and Management.
•Knowledge of standard principles and practices of engineering.
•Knowledge of construction management.
•Proficient in project management.
•Ability to use and understand the City’s Computer Aided Design and Drafting (CAD) software and Geographic Information System (GIS) software.
•Proficient in the use of Microsoft Office Suite.
•Standard office procedures, systems and practices including the use of a computer.
Education, Training and Certification Requirements -
•Must have a Bachelors’ degree in Civil Engineering from an accredited engineering school. Masters’ degree with coursework in Engineering and/or Public Administration preferred.
•Must have a minimum of seven (7) years of experience in engineering design, construction, project management or equivalent experience with two (2) years’ of experience in a supervisory or lead role.
•Three (3) years of experience in a municipality or public works is preferred. 
•Supervisory or lead experience includes completing performance appraisals, directing employee's daily work assignments, or evaluating employee assignments.
•Must hold and maintain a valid Certificate of Registration as Professional Engineer (PE) from the Kansas State Board of Technical Professions. If registered in another state, must obtain Kansas registration within one (1) year of hire.
•Must complete a minimum of eight (8) hours of project management, construction management, engineering management or equivalent training within a four (4) year period thru an approved accredited agency approved by the Public Works Director.
•Must complete a minimum of four (4) hours of leadership or supervisory training annually through an accredited agency approved by the Public Works Director.
•Completion of NIMS requirements within one (1) year of hire.
•Must possess a valid driver’s license and acceptable driving record per the City’s drivers Use of Vehicles for City Business policy throughout employment with the City.
