Details: Starting Rate of Pay: $2,308 - $3,076.93 / biweekly ($28.85 - $38.47 / hour), DOQ
Summary / Objective
The Plans Examiner II performs and administers plans review for residential and commercial construction projects, structures, and systems. The Plans Examiner II assists with the City’s Special Inspection Program. This position requires independent decision making with some review and guidance.
Essential Functions / Responsibilities
•Responsible for reviewing, evaluating and analyzing commercial and residential construction and renovation plans and specifications for compliance with building, plumbing, mechanical, electrical, energy codes, and referenced standards for compliance with adopted City codes, ordinances and accepted engineering practices.
•Provides technical advice and assistance to the development community, contractors, employees and members of the public in the requirements of the building, mechanical, plumbing, electrical, energy, and related codes and ordinances.
•Responsible for maintaining complete and accurate files of plan reviews, results of special inspections and permit applications. Informs contractors and public of non-conformities and completes follow-up inspections.  
•Responsible for reviewing permit applications for compliance with applicable City codes, ordinances and accepted engineering practices. Assists Permit Technician with the initial review of permit applications received.
•Assists the City’s Engineering department in conducting preliminary plan reviews for commercial and residential projects. 
•Oversees inspections completed by third party engineers and qualified inspectors. Responsible for ensuring individuals conducting inspectors meet necessary qualification requirement, receives and reviews inspection reports and completes follow up if needed.
•Responsible for the structural plan drawings and calculations review and approval of wood frame structures per accepted engineering practice.
•Responds to inquiries and complaints from the public and employees about plan review of residential and commercial projects, structures and systems and completes a follow-up in each situation as appropriate.
•Keeps abreast of changes to the building codes, new construction products and techniques.
•Assists in the training of Permit Technicians on plan reviews and permits to ensure compliance with city codes and ordinances.
•Serves as a back up to the Permit Technician in his/her absence.
•May assist Building Inspectors with conducting field inspections on newly constructed, renovated and repaired residential buildings.
•Employee may be asked by the supervisor to perform other duties that are not listed but are essential to the job.

Minimum Qualifications / Requirements -
·  •Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.

•Ability to utilize City’s permit tracking software system.
•Ability to work independently, as part of a team and/or with the public. 
•Ability to use standard office procedures, systems, and practices including the use of a computer.
•Ability to use safe work practices while on the job.
•Proficiency in the use of Microsoft Office, including Word and Excel.

Education, Training, and Certification Requirements -
•Must have high school diploma or equivalent.
•Must have a Bachelor’s degree in Architecture, Engineering or Construction Science and Technology or equivalent field.
•Must have a minimum of three (3) years' of experience in construction codes administration, reviewing and evaluation plan documents or equivalent experience.
•Six (6) years of experience in a municipality, preferred. 
 •Must have and maintain an International Code Council (ICC) certification as a Building Plans Examiner.
• Certification as an Electrical Plans Examiner, Plumbing Plans Examiner, Accessibility Plans Examiner, Mechanical Plans Examiner or equivalent certification, preferred.
•An International Code Council (ICC) certification as a Certified Building Official and Commercial Energy Plans Examiner, preferred. 
•Must complete NIMS requirement within one (1) year of hire.
•Must possess a valid driver’s license and acceptable driving record per the City’s drivers Use of Vehicles for City Business policy throughout employment with the City.
