Director of Facilities and Security (Management Analyst III)

Works as the FCPD primary liaison to Capital Facilities - Building Design and Construction Division (BDCD) for all large and complex capital improvement bond projects and plans. Leads, directs and coordinates security projects for FCPD facilities, to include providing project management, technical advice and is the point of contact on various small to medium assigned projects. Performs a variety of highly skilled duties such as, review project development plans for compliance with building and construction codes, regulations and standards for the state of Virginia, the County of Fairfax and Fairfax County Police Facility Standards. Performs complex analysis, facilitates resolutions, and troubleshoots a myriad of requests associated with facility security designs, facility renovations and recurring maintenance issues. Communicates daily with a wide variety of stakeholders, county leaders, professional consultants and vendors to maintain positive business partnerships. Additionally, the position is the FCPD liaison with the Facilities Management Department for security and maintenance and is the liaison with other agencies, such as, the Board of Supervisors, Fire and Rescue Department, and Library's, etc. Researches, analyzes, writes, edits and finalize reports and findings and make oral presentations to FCPD Command Staff, county senior management and leadership.

  • Independently designs, develops, and coordinates ongoing department programs and special projects;
  • Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
  • Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
  • Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
  • Provides guidance, recommendations, and advice to departmental managers;
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.
Required Knowledge Skills and Abilities

  • Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.
Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
  • Driver's license (required)
  • VCIN - VA Criminal Information Network (Required within 6 months)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check,credit check, driving record check, and public safety background check to the satisfaction of the employer. 

PHYSICAL REQUIREMENTS:
Ability to respond to station locations for oversight of capital projects and security projects. Able to operate a motor vehicle. Communicate clearly with others and is regularly required to talk, hear, stand, walk, use hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and depth perception. Exposure to a variety of extreme weather conditions at job sites under renovation and construction. Occasionally climb, balance, stoop, kneel, crouch, crawl, lift, reach and carrying up to 40lbs. Be able to operate keyboard driven small office equipment such as computers, cameras, security equipment, telephones, copiers, fax machines, laptops, scanners, tablets and mobile devices. All duties are performed with or without reasonable accommodations.
