This position is in the Division of Waste Management in the Bureau of Land & Waste
Management. Reviews engineering reports and permit applications for the purposes of
permitting facilities that treat, store, or dispose of hazardous waste. Reviews new facility
permitting applications and hazardous waste recycling determinations. Interacts with internal
and external in order to implement hazardous waste program requirements. Reviews and
evaluates hazardous waste corrective action work plans and reports for completeness. Reviews Resource Conservation and Recovery Act, (RCRA) permit applications, closure plans, permit
modification and other hazardous waste permitting documents. Conducts technical meetings
with industry representatives, public officials and consultants. Provides technical assistance to
internal and external customers. Conduct site inspections and visits. Performs related duties as
required.
MINIMUM AND ADDITIONAL REQUIREMENTS:

A bachelor’s degree in Engineering, Engineering Technology, or Construction Management and entry-level engineering or construction management work experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements:
A master's degree in engineering; or a bachelor's degree in engineering and one year of experience in environmental engineering; or a bachelor's degree in engineering and two years of experience as an engineer. The education must qualify the applicant to become registered as a Level A Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and
Regulations website found at:

If the applicant is utilizing the 'substantially equivalent education' pathway, the approval letter
from LLR must be final at time of application.

Special Requirements: 
Some positions may require registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors.
PREFERRED QUALIFICATIONS:

Experience in Environmental Engineering, and the SC Hazardous Waste Management
Regulations Program. Must be able to work independently and meet strict deadlines. Exhibit the
ability to analyze complex technical and regulatory issues, evaluate engineering submittals and
develop permit requirements. Must be able to traverse uneven terrain, climb stairs, ladders and
other non-traditional work environments. Excellent planning skills and the ability to work with
internal and external customers. The ability to communicate well both orally and
written. Experience and knowledge in Microsoft Word and Excel.
