Lead Inspector/Designer – Transportation Engineer 2

The Opportunity
WSDOT is currently seeking a talented and innovative individual to fill a Transportation Engineer vacancy located in Bellingham, WA. Serving as a Lead Designer and Construction Inspector, you will direct and review the work of engineers and technicians, ensuring that WSDOT standards for design, CADD, materials testing, inspection, and documentation are followed. In this role, you will also be responsible for communication and coordination of design, inspection, and contract administration activities with internal and external stakeholders. Our top candidate is detail oriented, possesses outstanding technical skills, and is capable of working independently or as part of a team. 
What to Expect
Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis.  
Among the varied range of responsibilities held within this role, the Lead Designer will:
  • Prepare and review project definitions, design files, hydraulic reports, access reports, environmental documents, design estimates, right of way plans, contract plans, specifications, and estimates. 
  • Evaluate alternate designs requiring detailed analysis of collision data, capacity studies, and hydraulics. 
  • Prepare final plan sheets for design reports, contract plans and right of way plans.
  • Prepare materials and exhibits for hearings, and public meetings.
  • Inspect construction activities to ensure compliance with contract documents. 
  • Prepare or review calculations and pay notes to support payment for activities inspected. 
  • Prepare change orders, update as-built plans and coordinate with local agencies on applicable regulations/permits. 
  • Participate in the preparation and production of pre-estimates, monthly progress, and independent cost estimates. 
Qualifications
To be considered for this opportunity, at least one the following are required:
  • A Bachelor’s degree from an ABET accredited college or university with major study in civil engineering or a closely related field.
  • Certification as an Engineer-In-Training (EIT).
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent.
To be considered for this opportunity, the following are also required:
  • The ability to effectively communicate, interact and coordinate work activities with WSDOT staff, local agencies, support groups, consultants, general contractors, and support group staff verbally and in writing.
  • The ability to read and understand construction plans, provisions, and standards.
  • The ability to work outside in all types of weather conditions and terrains.
  • A valid driver’s license. 
It is preferred that qualified candidates also have: 
  • In-depth understanding of the design and documentation process within the WSDOT.
  • In-depth knowledge of contract documents and how they relate to contract administration.
  • The ability to provide directions mentor and supervise staff in their preparation of plans, standards and estimates.
  • The ability to solve problems using mathematics, including trigonometry, algebra and geometry.
  • Proficiency with computer software including Microsoft Office, Micro-Station, EBASE, ProjectWise, and InRoads.
  • A Western Alliance for Quality Transportation Construction (WAQTC) certification or the ability to achieve within 12 months of hire.
  • General Inspector Certification or the ability to obtain within six months of hire.
  • Field experience in construction and/or inspection of heavy highway construction.
  • Experience working safely on construction sites and highways.
