The Department of Health is looking to fill two positions in the following areas: Informatics Liaison and Public Health Informatician.
Informatics Liaison
Summary of Work:
The South Dakota Department of Health is seeking an Informatics Liaison. The incumbent will be responsible for working with Operational Staff, Program Directors and Informatics Engineers to build and administer software solutions within the organization in various ways:
  • Provide End-User Technical Support.
  • Provision users and manage access to systems (e.g., Maven, Qualtrics, SAS, etc).
  • Document system functionality and process by engaging users in business process analysis.
  • Develop system requirements and specifications.
  • Execute test scripts.
  • Performs use audits to track use of and satisfaction with the information system.
  • Develop information management policies for programs in accordance with existing policies.
  • Assist in identifying solutions for information access (e.g., identify, maintain, and develop data repositories, support visual display of information, and identify legal/confidentiality/security concerns that affect information collection, storage, and access).
  • Use informatics standards in all projects and systems, where relevant standards exist.
  • Develops visual schematics of the flow of data within and between systems to aid interoperability (including access and retention).
  • Perform other work as assigned.
As Liaison, you will serve as the conduit of knowledge and understanding between these groups to ensure software solutions contain necessary functionality; and such functionality is accurately documented and tested for quality.
Collaboration with other public health agencies, professional organizations, and external agencies regarding Public Health Informatics will be expected, and can take various forms:
  • Participate in work or development groups (e.g., CSTE subcommittee meetings, syndromic surveillance community of practice, or CDC grantee meetings).
  • Perform requirements gathering with software vendors.
  • Attend and/or present at state or national meetings and conferences.
Minimum Qualifications
Mandatory:
  • Bachelor’s degree
  • Microsoft Office tools – Outlook, Excel, Word, Visio, SharePoint
Preferred:
  • Experience with Software Management and the Software Lifecycle in a professional setting.
  • Experience in a Public Health Setting.
  • Knowledge of coding standards – HL7, LOINC, SNOMED, ICD-10, CPT, and other clinical or message coding.
  • Report Dashboarding experience– Microsoft BI (preferred) or Tableau.

Public Health Informatician
Summary of Work:
The South Dakota Department of Health is seeking a Public Health Informatician. The incumbent will be responsible for identifying, implementing, and maintaining software solutions within the organization in various ways:
  • Apply informatics principles and strategic thinking to the design and maintenance of new and existing systems (e.g., Maven, Qualtrics, SQL reporting databases).
  • Apply the software development life cycle framework when planning or executing projects and evaluate effectiveness after implementing a project.
  • Create support materials and documentation for each project to support user access and track system changes over time.
  • Assist in identifying solutions for information access (e.g., identify, maintain, and develop data repositories, support visual display of information, and identify legal/confidentiality/security concerns that affect information collection, storage, and access).
  • Use informatics standards in all projects and systems, where relevant standards exist.
  • Collaborate with program staff, informatics staff, and other stakeholders to implement interoperability activities and projects (e.g., Lab system, Immunization system, and disease surveillance system).
  • Participate in weekly informatics staff meetings and other meetings with Epi and ODPS to review system or project activities (e.g., data quality and integrity, monitor incoming and outgoing messages such as ELR, eCR, and SyS).
  • Perform other work as assigned.
Collaboration with other public health agencies, professional organizations, and external agencies regarding Public Health Informatics will be expected, and can take various forms:
  • Participate in work or development groups (e.g., CSTE subcommittee meetings, CDC-led informatics projects, or CDC grantee meetings).
  • Communicate system requirements to software vendors.
  • Attend and/or present at state or national meetings and conferences.
Minimum Qualifications
Mandatory:
  • Bachelor’s degree in information systems, computer science, or related field
  • SQL, Python, or other coding languages
  • Microsoft Office tools – Outlook, Excel, Word, Visio, SharePoint
Optional/Preferred:
  • Master’s degree in Public Health Informatics.
  • Experience with Software Management and the Software Lifecycle in a professional setting.
  • Experience in a Public Health Setting.
  • Knowledge of coding standards – HL7, LOINC, SNOMED, ICD-10, CPT, and other clinical or message coding.
