Senior Fiscal Administrator (Management Analyst IV)

Under limited supervision, plans, directs and supervises a professional financial team that is responsible for delivery, analysis, administration and review of a complex, multi-fund budget and the associated and required management of the Financial Management Branch. Reports to the Administration Division director of the Park Authority and is responsible for leading the development, coordination and oversight of agency-wide budget and fiscal operations. Responsible for planning, directing and supervising a professional accounting, procurement and budget staff, the incumbent will lead engagement in the preparation, analysis and review of highly complex budgets, and ensure accuracy of technical accounting and forecasting related to all Park Authority funds. These include the General Fund, Capital Improvement Budget and Revenue Operating Fund. Administers all functions of the Financial Management Branch of the Park Authority and assigns, monitors and oversees staff's daily work activities to ensure that all financial transactions and agency functions are meeting generally accepted accounting principles. Additionally, the position ensures staff receives training as needed. May serve on the agency leadership team, or various other agency or county teams as is needed.

  • Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
  • Manages a group of professionals engaged in diverse administrative and management support activities;
  • Establishes and implements program policies, develop and manages the budget for designated programs;
  • Ensures County programs reach the intended populations and targeted benefactors;
  • Directs research and evaluation of trends in applicable areas of responsibility;
  • Develops long- and short-term goals, objectives and solutions for division;
  • Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
  • Provides consultation on strategic planning, organizational development and redesign projects;
  • Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.
Required Knowledge Skills and Abilities

  • Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program to which incumbent is assigned;

  • Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;

  • Ability to identify and determine appropriate methods for gathering data;

  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.
Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; PLUS Five years of professional work experience within more than one of the assigned functional areas. 

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry and a credit history check to the satisfaction of the employer. Attendance at Board or public meetings after regular business hours is required.
PREFERRED QUALIFICATIONS:

Background in finance, accounting, public or business administration or related field.
  • At least seven years’ experience in public sector budgeting and financial operations.
  • Experience in managing enterprise fund operations is a desirable.
  • Demonstrated experience in developing and utilizing performance measures in advising on budgetary decisions.
  • Demonstrated experience in supervising a highly technical and qualified staff.
PHYSICAL REQUIREMENTS:
Sedentary with walking and lifting less than 10 pounds. All duties performed with or without reasonable accommodations.
