Supervisory Attorney (Contract), 59371300

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • As the Acquisition Counsel, you will be responsible for the following duties within DLA Counsel - Land and Maritime.
  • Serves as the Supervisory Acquisition Counsel for DLA Land and Maritime and functions as a senior member of the DLA Counsel-Land and Maritime office under the supervision of the DLA Land and Maritime Deputy Chief Counsel.
  • Provides legal advice, assistance and representation in contract matters for supply, logistics, and acquisition support.
  • Exercises delegated supervisory and managerial authority over the contract attorneys who provide legal advice and representation on:
  1. All aspects of acquisitions, including contract authority and delegations, commercial item contracting, competitive contracting, contract review, foreign acquisition, pricing, socioeconomic issues, source selection, fiscal law, and protests.
  2. Contract administration matters, such as changes, delivery and quality, performance, and terminations. Incumbent provides guidance, instruction, and assistance to the attorneys on complex or unusual/unprecedented issues
  3. Resolves legal, policy and business issues of unusual difficulty where clear legal precedent or policy guidance is lacking and provides technical oversight. Uses team leaders to direct and monitor the work of the acquisition team.
  • Advises the DLA Land and Maritime Commander, Deputy Commander, Acquisition Executive, and senior management on complex acquisition-related legal and policy issues.
  • Incumbent performs the following supervisory/managerial functions:
  1. assigns work and manages workflow
  2. establishes goals and expectations and effectively communicates them to team members
  3. develops performance plans and evaluates work performance of subordinates
  4. finds ways to improve production or quality of work directed
  5. identifies developmental or training needs of employees and provides for/arranges for needed training
  6. hears and resolves employee complaints, and refers more serious complaints to a higher-level manager or supervisor
  7. interviews candidates for positions on the team and recommends appointment, promotion or reassignment
  8. recommends awards
  9. effects minor disciplinary measures, such as warnings or reprimands, recommending other action in more serious cases
  • Performs other duties as assigned.
