Material & Construction Compliance Inspector | Transportation Engineer 2

The Opportunity
WSDOT is currently seeking two self-motivated Transportation Engineer 2 to serve as a Materials and Construction Compliance Inspector, for the I-405/SR 167 Megaprogram, Renton construction office. These positions will have oversight of Design-Builder activities in the field and compliance documentation activities, project inspection, materials testing and project administration. The incumbent is responsible for making project-level decisions, for completing work assigned in a timely, accurate and professional manner; communicating workload, progress and achievements; attendance and participation in meetings, and may be responsible for the direct supervision of subordinate staff.
 
This position offers the successful candidate an opportunity to work on a very large-scale design-build project. Our top candidate will be comfortable working in the field performing a variety of duties in accordance with WSDOT standards to support the delivery of multi-million-dollar design-build projects within the I-405/SR 167 corridors. 
 
What to Expect
Among the varied range of responsibilities held within this role, the Material & Construction Compliance Inspector will:
  • Review and report on all material documentation functions, including paper and electronic document control systems, design-builder submittals, and final project records. Input all test data into the Statistical Analysis of Material program and monitor results. 
  • Independently review design-builder’s for compliance with contract documents. 
  • Conduct regular contract compliance audits in the Contract Audit Tracking Systems, through the use of field reviews, contractor office visits, and off-site laboratory inspections. 
  • Independently supervise the process and procedures for the reviews on RAM, QPL, Materials Certification, CMO, Catalog Cuts, or in limited cases approve documents in accordance with WSDOT policy. 
  • Provide technical assistance to project inspectors, field testers and contractors regarding sampling, testing and documentation required for use of materials on a project. 
  • Perform material tests such a compaction on HMA and embankment compaction testing, gradation for aggregates, making grout cubes, and other tests as required. 
  • Maintain an inventory of materials testing equipment and supplies, obtain test samples on and or deliver them to the region or HQ laboratory. 
 
Qualifications
To be considered for this opportunity, the following are required:
  • Engineer in Training (EIT) Certification and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience or certifications; OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent; OR
  • A Master’s degree with a major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or closely related field.
  • A current valid drivers license.
 
In addition, candidates at either level will also have:
  • Ability to lift and transport equipment and material up to 50lbs with or without reasonable accommodation.
  • Ability to traverse steep and/or uneven terrain either during the day and/or night in varying weather conditions.
  • Ability to effectively communicate, both orally and written, with groups and individuals representing Design-Builder, WSDOT, Local Agencies, Resource Agencies, and private citizens. 
 
It is preferred that qualified candidates also have:
  • Knowledge of construction practices and contract administration
  • Ability to use Construction Audit, Materials and Statistical tracking programs (CATS, MAT, SAM) Microsoft Word, Excel, and Outlook programs. 
  • Ability to write, review, and interpret contract documents.
  • Ability to clearly and concisely communicate with multiple audiences, both orally and in writing.
